Thank you for your letter of 22 February 1995, in which you raise the possibility of an educational television series or program on effective and responsible dog ownership, and the associated case histories about Bull Terriers. Thank you particularly for your kind words concerning the new dog control legislation, the endorsement of an outside and independent expert such as yourself confirms my belief that we are at least on the right track.
I believe that the idea of using television to educate dog owners has merit and has the potential to be highly effective. As you may be aware, the recent Inquiry into dog control policy by a Parliamentary Select Committee recommended a national publicity and owner education campaign. As dog control is the responsibility of local authorities, the Committee recommended that they should take responsibility for organizing and funding such a campaign on a joint and co-operative basis.
I understand that, while the New Zealand Local Government Association has begun to explore the idea of a national coordinating agency to assist local authorities in their dog control responsibilities, little progress has been made as yet. This is largely because local authorities are predominately focused on evaluating and commenting on the proposed new legislation, and in planning for its implementation.
I am confident that, once the legislation is finalized, the benefits of a co-ordinated national approach to publicity and education and the sharing of ideas will be recognized by most if not all local authorities. Such a national co-ordinating body, in whatever form it might take, would be the most appropriate body to become involved in the promotion and endorsement of a suitable television campaign or series. I have therefore asked my officials to ensure that your proposal is forwarded to the appropriate persons at the earliest opportunity.
